What is a California Motor Carrier Permit?

The Motor Carrier Permit (MCP) is a program jointly administered by the CA DMV and the CHP. Its purpose is to ensure that commercial vehicles have valid insurance and also aid the CHP in identifying vehicles when they enter a CHP weight scale on the highway. The CA# seen on the sides of a commercial vehicle is the MCP number.

Who Needs an MCP?

  • Anyone paid to transport property (any vehicle, any size).
  • Couriers on motorcycles.
  • Vehicles with GVWR of 10,001 lbs or more (commercial or private).
  • Vehicles carrying hazardous materials.
  • Truck/trailer combinations over 40 ft, or vehicles that require a CDL.
  • Who Does Not Need an MCP?

  • Passenger-only and household goods carriers under PUC.
  • Small pickup trucks (GVWR <11,500 lbs, non-commercial use).
  • Passenger vehicles with baggage only.
  • Two-axle daily rental trucks <26,001 lbs (non-commercial).
  • Certain light trucks and trailers when not used commercially.
  • How to Apply or Renew

  • Apply online or by mail with DMV form MC 706 M, proof of insurance, Workers’ Comp coverage or exemption, CA# from CHP, and fees.
  • MCPs are valid for 12 months and must be renewed annually.
  • Fees depend on fleet size and type (for-hire or private).
  • Insurance

  • Levels of liability insurance vary from $300,000 to $5,000,000 combined single-limit coverage, depending on the type of vehicles and the property transported. Proof of insurance must be submitted.
